Claude Code vs Windsurf for AI Development
Claude Code and Windsurf take different approaches to AI-assisted development. extended by skills you call with /skill-name. Windsurf is an IDE-integrated assistant built by Codeium, primarily for VS Code. This comparison covers where each tool excels and how to decide between them.
What Claude Code Brings to Your Workflow

You can also create your own skills by dropping a .md file into ~/.claude/skills/. The system is transparent and fully user-controlled.
Where Windsurf Fits In
Windsurf integrates into VS Code (and other editors) as a sidebar assistant. Its strength is in-editor awareness: it tracks your open files, recent edits, and cursor position to provide contextual suggestions without you needing to describe your project each time.
The primary use case is incremental improvement — selecting a block of code and asking for a refactor, getting an explanation of an unfamiliar function, or applying a suggested change directly to your open file.

Claude Code is the right choice when:
- You work across multiple environments or editors
- You want to automate multi-step tasks (generate, test, document) in one session
- You build custom AI pipelines using Claude as a subprocess
Windsurf is the right choice when:
- You work primarily in VS Code and want inline AI assistance
- Visual context — highlighted code, open files — matters to your flow
- You prefer minimal context switching during active coding
Context and Memory
Claude Code with /supermemory can store notes about your project — architecture decisions, conventions, known issues — and retrieve them in later sessions:

Windsurf’s context is limited to the current session. It does not offer equivalent cross-session persistence.
Skill Ecosystem vs Base Capabilities
Claude’s skill system means specialized behaviors are explicit and inspectable. If /tdd is writing tests in a way you don’t want, you can open ~/.claude/skills/tdd.md and change it.
Windsurf relies on its base model capabilities and prompt engineering. You can guide it through chat instructions, but there is no equivalent user-defined skill layer.
Practical Scenarios
Rapid file generation: Use Claude Code when you need a complete file — component, test suite, config — generated to your specifications in one shot:

Incremental refactoring: Windsurf’s inline suggestions make small, targeted changes natural without leaving your editor.
Documentation-heavy projects: /pdf in Claude Code lets you generate technical reports and API references programmatically. Windsurf handles documentation inline but does not produce standalone document files.
Test coverage: Invoking /tdd in Claude Code means describing requirements and receiving a test suite before any implementation. Windsurf can generate tests for existing code but does not enforce the TDD order.
Making Your Choice
If you value terminal-based workflows, explicit skill invocation, and persistent project memory, Claude Code provides a more extensible foundation. You can write your own skills, audit what each skill does, and integrate Claude into scripts and pipelines.
If you prefer staying inside VS Code, want AI assistance as you type, and work primarily on single-file or same-session tasks, Windsurf offers a lower-friction experience.
Many developers find value in both: Windsurf for daily in-editor work, Claude Code for larger tasks where skill-based structure and session continuity matter.
